
The Rules of Procedure have been amended to cater for use of Kololo as Parliament Parliament grounds, for the purpose for the State of the Nation Address.
“Due to the Covid-19 situation and for observance of the social distancing measures, the function will be held at the Kololo Independence Grounds. Article 95 (2) of the Constitution states that, ‘A session of Parliament shall be held at such a place within Uganda and shall commence at such a time as the Speaker may, by proclamation, appoint’,” said Speaker Oulanyah.
He added that a by-election will be held in next 90 days, where MPs will choose a legislator to represent Uganda at East African Legislative Assembly (EALA), which vacancy will be filled by a member of the NRM party.
“You will remember we lost one of our EALA represntatives – Hon Mathias Kasamba. As mandated we have only 90 days to have a new reprentative to EALA so I will ask the Clerk to Parliament to commence the process,” Oulanyah added.
