Let us keep time for effective business

Speaker of Parliament Jacob Okori Oulanyah has called on Members of Parliament to always keep time which he says is the basic in excuting business in the House. He has also called on Ministers to ensure timely introduction of Government business to the House, as well as always avail themselves for House business. Designated whips should effectively play their role to ensure participation of their party members in Parliamentary business; said the Speaker. The Speaker said this while opening the session, where he congratulated Members of Parliament upon their election to Parliament.

The Rules of Procedure have been amended to cater for use of Kololo as Parliament Parliament grounds, for the purpose for the State of the Nation Address.

“Due to the Covid-19 situation and for observance of the social distancing measures, the function will be held at the Kololo Independence Grounds. Article 95 (2) of the Constitution states that, ‘A session of Parliament shall be held at such a place within Uganda and shall commence at such a time as the Speaker may, by proclamation, appoint’,” said Speaker Oulanyah.

He added that a by-election will be held in next 90 days, where MPs will choose a legislator to represent Uganda at East African Legislative Assembly (EALA), which vacancy will be filled by a member of the NRM party.

“You will remember we lost one of our EALA represntatives – Hon Mathias Kasamba. As mandated we have only 90 days to have a new reprentative to EALA so I will ask the Clerk to Parliament to commence the process,” Oulanyah added.
